Note 1: Clarification on 501(c)3 and other non-profits: A nonprofit organization generally may participate in the Payment Protection Program only if it:

  • was in existence on March 1, 2020,
  • is either (a) an organization that is exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code of 1986, as amended (the Code) or (b) a war veterans’ organization exempt under section 501(c)(19) of the Code, and
  • has 500 or fewer full and/or part-time employees (there are exceptions to this cap). (Nonprofit Guide to the CARES Act)

 

Note 2: Gig workers and freelancers: Typically, self-employed people, freelancers and contractors can’t apply for unemployment. This bill creates a new, temporary Pandemic Unemployment Assistance program through the end of this year to help people who lose work as a direct result of the public health emergency.
